Federal government organizations can contract with Kelly Sears through several contracting vehicles, including the following:
Standing Offer (SO) and Supply Arrangement (SA) for Temporary Help Services (THS)
The THS SO and SA can be used to fulfil temporary help requirements within the area of Professional Services. With a maximum call-up value of $400,000 and a maximum length of 48 weeks, all federal government departments can use the Supply Arrangement (SA) and Standing Offer (SO). The SO is based on a right of first refusal by the lowest rate firm, while the SA enables departments to approach a minimum of three suppliers (lowest rate supplier, one chosen by the client and one selected at random). Kelly Sears Professional Services (a division of Kelly Sears Consulting Group) is qualified for the following sub-streams under the Supply Arrangement: Financial Management, Writer, Organizational Design, Economics, Policy, Program Administration, Risk Management, Special Advisor, Statistics and Strategist. Task and Solutions Professional Services (TSPS): Standing Offer—Task-Based; Supply Arrangement—Task-Based, and Supply Arrangement—Solutions-Based
This method of supply is for the provision of non-informatics professional services under three categories: Human Resources, Business Consulting/Change Management and Project Management. Kelly Sears has qualified for all three TSPS components listed above. The TSPS procurement vehicles are intended for consulting projects valued between $76.6K and up to $2M (Tier 1) and above $2M (Tier 2). The SO has set per diem rates while the SA has ceiling rates. Kelly Sears has qualified for several consultant categories under all three of these procurement vehicles. Professional Services (PS) Online
PS Online is an automated contracting system administered by Public Works and Government Services Canada for procurement of professional services under the NAFTA dollar threshold ($76,600). Government organizations can conduct a complete technical candidate search, narrowing the results by category, skills and years of experience. The department must invite the 3 lowest-priced suppliers. If the department wishes to invite the seventh-ranked supplier, they must invite the lowest six also. Standing Offer for Evaluation Services, Department of Canadian Heritage
Kelly Sears has been a qualified firm under this standing offer for several years. We have carried out a larger number of large-scale evaluation studies for such programs as the Canadian Conservation Institute, Museums Assistance Program, Canadian Arts and Heritage Sustainability Program, Canada Music Fund and Canada New Media Fund.
