Evaluation
Evaluation studies have experienced resurgence throughout the federal government, prompted by a variety of factors, including the public's demand for greater accountability and the evaluation-related requirements of the Treasury Board Transfer Payment Policy.
This policy requires that a Results-based Management and Accountability Framework (RMAF) be prepared as part of the program approval process and may require evaluation information to support the approval of a new program or renewal of an existing program.
Kelly Sears Consulting Group is well-positioned to assist federal government agencies in the conduct of evaluation-related studies. Our firm's principals have conducted over 100 evaluation and review studies since 1979. Recent examples include: Evaluation of the Cultural Capitals Program and Canada New Media Fund (Canadian Heritage), Evaluation of Support to Festivals (Telefilm Canada), Evaluation of the Matching Investment Program (Agriculture and Agri-food Canada), and Cost-Recovery Evaluation of the Pest Management Regulatory Agency (Health Canada), in partnership with KPMG.
We have also assisted several departments in assessing their evaluation functions; recent examples include: Health Canada, Canadian Institutes of Health Research and the Centre of Excellence for Evaluation at Treasury Board Secretariat.
